Z-scores normalizes mortality data, hence allow for better comparison accross regions and over time. The baseline is calculated as the pre-pandemic average of 2015-2019 adjusted for the linear trend (linear regression). The figures for all age groups, are suitable for comparison between states, as they do normalize for a common age structure of a population using the US Standard Population 2000 age table.
